2018-2024 capital planning process

KRS Chapter 7A establishes a six-year capital planning process applicable to all branches and agencies of Kentucky state government. That process requires each state agency to submit its capital plan for a six-year period to the Capital Planning Advisory Board (CPAB) no later than April 15 of each odd-numbered year.

Version One of the capital planning system is open for preparation of the 2018-2024 agency capital plans. Version 0 is set to read-only, and is for review purposes only. Agencies will have the opportunity at various times during the year to amend their plans as needed.
 

Changes to the Planning System

There are no changes to the web-based capital planning system this year.

Capital Project Thresholds for Postsecondary Institutions
Legislation passed during the 2016 Regular Session of the General Assembly amended KRS 7A.010 and KRS 45.750 in regard to capital project thresholds for postsecondary institutions only. The threshold for capital construction and information technology projects has increased from $600,000 to $1,000,000. There was no change to the $200,000 equipment threshold. Postsecondary capital projects carried over from the 2016-2022 agency capital plans that do not meet the new thresholds should be deleted from the system.
 

Key dates for the 2018-2024 capital planning process

April 15, 2017* Statutorily mandated due date for submission of agency plans to CPAB
May-September 2017 Board meetings and review of agency capital plans
October 1, 2017 Deadline for submission of amendments to the agency plans
November 1, 2017 Transmittal of the Statewide Capital Improvements Plan to the heads of the three branches of government
November 14, 2017 Year-end closing of the capital planning system

*This date falls on a Saturday, plans may be submitted on that following Monday.
 
IT Project Review – Commonwealth Office of Technology

During the capital planning process, the Commonwealth Office of Technology (COT) is primarily responsible for the review, assessment, and enterprise ranking for executive branch IT projects (excluding postsecondary education.) Agencies with IT projects in their capital plans will be contacted by COT staff after the submission period to schedule a short presentation to the scoring committee. Those agencies should review the scoring criteria, business case template, and total cost of ownership calculations provided by COT to ensure their IT project submissions cover those items. (The scoring criteria for the 2018-2024 planning period are currently being developed, and will be posted on the COT website upon finalization in late January.)

Executive branch agencies that fall under the purview of COT, via Executive Order 2012-880 (October 2012), should review their IT projects carefully. Those projects defined as infrastructure should be reviewed by COT before being submitted in the capital planning system.
